to allow users to access the landing, pause, pass other users, or turn without
an awkward change in gait, which could lead to:
- persons falling, or
- persons falling in an emergency, which could lead to delays
in the evacuation or movement of persons to a safe place.
This is to limit the probability of harm to
persons.
To limit the required length of landings, where longer landings
would not significantly reduce the risk of injury, and where:
- users are likely to be familiar with the stair or ramp, or
- the risk of being knocked over by other users is unlikely.
This is to limit the probability of landings
