INTENT:
Where the risk of falls and injury is reduced owing to the
large flat surface of the landing, to limit the probability that handrails
will be too high to be used by the majority of stair and ramp users, which
could lead to:
- persons falling, or
- persons falling in an emergency, which could lead to delays
in the evacuation or movement of persons to a safe place.
This is to limit the probability of harm to
persons.
To supersede the requirement stated in Sentence (2) regarding
the maximum height of handrails, in situations where guards are required and
the top of the guards can be used as handrails.
