To limit the probability that guards will not be high enough
to provide reasonable fall protection, which could lead to:
persons falling, or
persons falling in an emergency, which could lead to delays
in the evacuation or movement of persons to a safe place.
This is to limit the probability of harm to
persons.
To supersede the guard height requirement stated in Sentence (1), in cases where the risk of falls and injury is reduced because occupants are likely to be familiar with their surroundings.
