Application for a permit under the provisions of the Environmental Management Act.
Bralorne Gold Mines Ltd., 400-455 Granville Street, Vancouver BC V6C 1T1, have submitted this application to the Director to authorize the discharge of air emissions and effluent from a gold mining and milling operation. The sources of discharge are: mill process plant air emissions and tailings effluent; 800 Level Mine Adit drainage; tailings facility seepages; Upper Peter Mine Adit drainage; and assay and bullion furnace air emissions.
The land upon which the facility is situated and the discharges will occur is Lot 670, Telephone Mineral Claim, Lillooet District in the Bridge River mining camp, District Lots 584 and 7883, and Plan 7161, Lots 2, 3, 4, 6 and 7 east Hurley Forestry Road, Lillooet District, located at or near Bralorne, BC, within the Cadwallader Creek and Hurley River watersheds.
The maximum rate of air emissions discharged from this facility will be 210 cubic metres per minute. The characteristics of the air emissions discharged shall not exceed 120 mg/m3 total particulate matter. The maximum rate of effluent discharged from this facility will be 5245 cubic metres per day. The characteristics of the effluent discharged are as follows: 90 000 kilograms per day of solids and 13 kilograms per day of arsenic in the liquid phase.
The operating period for this facility will be 24 hours per day, 7 days per week.
The types of treatment to be applied to the discharge are: wet scrubbers and baghouses for air emissions and emergency settling ponds and tailings impoundment for effluent.
Any person who may be adversely affected by the proposed discharge of wastes and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Regional Manager, Environmental Protection at 1259 Dalhousie Drive, Kamloops BC V2C 5Z5. The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.

Application for an amendment of Permit PE-17042 under the provisions of the Environmental Management Act.
Willow Creek Coal Partnership, by its managing partner, Western Coal Corp., 1000-885 Dunsmuir Street, Vancouver BC V6C 1N5, intends to submit this amendment application to the Director to amend Permit PE-17042, issued March 13, 2002, which authorizes the discharge of effluent from the Willow Creek Mine.
The land upon which the Willow Creek Mine facility is situated and the discharge occurs is at 11657 Willow Creek Forest Service Road (122°12'15.70"/55°24'4.78"), located approximately 45 kilometres west of Chetwynd near Willow Flats and Highway 97, within the Pine River watershed.
Western Coal Corp. is proposing to change the mine plan and increase production at the Willow Creek Mine, including mine expansion north of the existing pit area. The updated mine plan includes an increase in the mine footprint; redirection of lower Far East Creek, a small tributary of the Pine River; an increase in Willow Creek Mine production rate to 1.8 Mt/a; and addition of 2 Mt/a Brule Mine coal to the Willow Creek Mine processing plant and loadout, with disposal of Brule and Willow Creek coal reject at the Willow Creek mine. The northward expansion will require expanding the mine water management system, including development of a new sediment pond (North Pond) and associated ditching to collect mine surface water runoff during operations; decommissioning of some existing sediment ponds; and at closure following end of mining, a new permanent mine water discharge system from the northern end of the mine. During operations, water collected in the North Pond will be used for process plant makeup supply, and dust control on the Plantsite and on Mine Site roads, thereby reducing discharge to the Pine River.
The amendment application also requests Sediment Ponds C, G, J and L be removed from the list of authorized discharges in Permit PE-17042. These small ponds were decommissioned following the installation of the South Pond.
The amendment application also includes: a new operational low flow discharge from the North Pond to the Pine River (North Pond Underflow Pipe), a North Pond emergency spillway discharge to the forest north of CN rail line, and at closure, discharge from a sub-surface drain with infiltration gallery (4N-Pit Drain).
The proposed new discharge locations, predicted average May daily flow rates and discharge capacities are listed as follows:

Application for an amendment of Permit PA-17043 under the provisions of the Environmental Management Act.
Willow Creek Coal Partnership, by its managing partner, Western Coal Corp., 1000-885 Dunsmuir Street, Vancouver BC V6C 1N5, intends to submit this amendment application to the Director to amend Permit PA-17043, issued January 26, 2006, which authorizes the discharge of air emissions from the Willow Creek Mine.
The land upon which the Willow Creek Mine facility is situated and the discharge occurs is at 11657 Willow Creek Forest Service Road (122°12'15.70"/55°24'4.78"), located approximately 45 kilometres west of Chetwynd near Willow Flats and Highway 97, adjacent to Willow Creek, within the Pine River watershed.
Western Coal Corp. is proposing to increase production at the Willow Creek Mine, and to process coal from the Brule Mine, for a total of 3.8 Mt/a production at the Willow Creek processing plant. The increased production rate will require upgrades to the processing plant and improvement of the dust management system, including the addition of three new dust collection facilities at the processing plant and the implementation of an updated air quality and dust control management plan.
To accommodate these changes, the amendment application requests approval of the updated air quality and dust control management plan; changes to the monitoring program, and that the list of authorized discharges in Permit PA-17043 be increased to include four stack discharges from the three additional dust collection facilities proposed for the processing plant.
The operating period for this facility will be 24 hours per day, 7 days per week. The air emissions include fugitive dust and additional stack discharges with the following characteristics estimated using EPA emission factors:
