Application for a permit under the provisions of the Environmental Management Act.
We, Klassen Wood Company LTD, 206 - 360 Edworthy Way, New Westminster, BC V3L 5T8, intend to submit this application to the Director to authorize the discharge of air emissions from a secondary wood processing facility that packages residual wood products for use as animal bedding. The source of discharge is a cyclone on top of our overhead storage bins, located at 50.0987 N, 120.7812 W.
The land upon which the facility is situated, and the discharge will occur is Lot A Plan KAP70207 District Lot 122 Land District 25 and DL123 PID 025-185-667, located at 1195 Houston St, V1K 1E1, within the municipality of Merritt, BC. The industrial site is commonly known by the following names: The Old Ardew Mill, NVCL, or Klassen Wood Co.
In general terms, the waste discharged is wood dust. The waste is generated during the separation of residual sawmill wood fiber into two products: animal bedding and wood fines. The maximum discharge flowrate from this facility will be 225 m3/min. The operating period for this facility will be 24 hours, 7 days per week. The characteristics of the air emissions are as follows: total particulate matter with a maximum concentration of 115 mg/m3. The type of treatment to be applied to this discharge is a cyclone.
Any person who may be adversely affected by the proposed air emission of waste and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service, or display, send written comments to the applicant, with a copy to the Regional Director, Environmental Protection at the Thompson Regional Office, 1259 Dalhousie Drive, Kamloops, BC V2C 5Z5. Application for a permit amendment under the provisions of the Environmental Management Act.
We/I, Alex Brosseau, Merritt Green Energy GPL, 1234 Mid Day Valley Road, Merritt, BC V1K 0A3, intend to submit this amendment application to the Director to amend Permit 105784, issued December 15, 2011 and last amended August 1, 2013 which authorizes the discharge of air emissions from a Biomass to Energy Facility.
The land upon which the facility is situated and the discharge occurs is Lot 1 District Lots 166 and 172, Kamloops Division Yale District Plan EPP18397, located at/on/near 1234 Mid Day Valley Road, Merritt, BC, V1K 0A3, within the municipality of Merritt, BC.
The amendment application requests that the following conditions be changed as outlined below:
1. Remove authorization for emissions from pneumatic conveyance of flyash. The original design for pneumatic conveyance was replaced by an auger conveyor to transport ash to the ash storage silo with minimal dust generation. The silo is equipped with a dust filtre system to reduce airborne ash and thereby prevent explosions inside the silo. Given the low flow of the unit and the low concentration of particulate from filter systems, MGE requests that this item be listed as a Miscellaneous Source.
2. Allow for changes in emissions during boiler start up, shutdown and emergency shutdowns. During these periods particulate concentrations are higher while rates of flow are decreased. In order to allow for these occurrences, MGE requests that existing permit limits are not changed but applied in terms of kg/24 hr for the day of the event. With the particulate limit of 20mg/m3 and the maximum flow of 66m3/sec, the limit of 114 kg/day would apply.
3. Addition of construction and demolition waste, in conformance with fuel specifications, to the currently authorized fuels (untreated wood residues, low sulphur fuel oil, propane, and natural gas). This is a well-established fuel for green energy plants and is needed to replace hogfuel supply lost due to sawmill closures and curtailments.
4. Removal of sections that refer to the original plant commissioning.
5. Addition of the provision for stack testing, and reporting results, twice yearly upon two consecutive quarterly stack tests meeting all requirements. This is consistent with other Air Permits in BC and with the BC Ministry of Environment Guideline for Emissions from Biomass-Fired Boilers. The current requirement is for stack testing four times per year.
6. Clarification that participation in the Merritt Air Shed Monitoring Program is required only when that Program is active.
7. Removal, from the list of items required in the Annual Report of 1) an executive summary of the report for submission to the Interior Health Authority and the City of Merritt and 2) an updated Emergency Response Manual. A full copy of the Annual Report should be submitted to both agencies to avoid the risk of omission. The Emergency Response Plan contains private contact information and is intended for internal use.

Application for an amendment to a permit under the provisions of the Environmental Management Act.
We, New Gold Inc., of 4050 Trans-Canada Hwy, Kamloops, BC V2C 5N4, intend to submit the application to the Director to amend Permit 100224, which authorizes the discharge of effluent to a tailings storage facility, and Permit 100223, which authorizes the discharge of emissions to the air from a copper/gold mine and ore processing plant located near Kamloops, BC.
The land upon which the facility is situated and the discharge will occur is Mining Lease 546063, District Lot 6465, Kamloops Division Yale District, West of the Sixth Meridian.
The amendment requests approval to discharge effluent from the Ore Concentrator to two tailings storage facilities both simultaneously and independently; the Historic Afton Tailings Storage Facility, and the Historic Afton Open Pit. This application requests that condition 1.1.3 be amended to the characteristics of the discharge to be thickened and/or amended tailings. This application requests that the list of authorized works in 1.1.4 to include a tailings cement addition system. The average rate of discharge remains at 84,000 cubic metres per day.
The amendment requests approval to operate a tailings cement addition system, including the loading and storage of Portland cement to a silo, and associated dust collection systems. The application requests that the cement addition system be added as an authorized miscellaneous source of air emissions in condition 1.4.6 in Permit 100223.

Townline Farms, 15087 - 48 Avenue, Surrey, BC V8M 9M6 (LOT 2 SEC 3 TWP 2 NWD PLAN 5647) has made an application to the Ministry of Environment and Climate Change Strategy for an authorization to discharge effluent. MOE application No. 364637.
Townline Farms propose to operate a tomato sauce processing facility using organic tomatoes grown on the property with wastewater effluent discharge disposal treated on-site and disposed to a raised sand mound with effluent. Criteria <10mg/L TSS, <10mg/L BOD and maximum flow 9m3/d.
