ENVIRONMENTAL PROTECTION APPLICATION

Application for a permit under the provisions of the Environmental Management Act.

Adanac Molybdenum Corporation Inc. intends to submit this application to the Director for PA-18343 to authorize the discharge of air emissions from a double chamber incinerator as part of the Ruby Creek Molybdenum Project (the Project). The source of the discharge is from a 550-person camp located within the project mining lease, 22 kilometres northeast of Atlin, BC.

The operating period for this facility is anticipated to be 24 hours per day, seven days per week, year-round. The incinerator will be permitted to burn Type I (woodscrap, foliage, up to 20% cafeteria waste), Type II (rubbish and garbage from residential sources) and Type III (animal and vegetation waste from restaurant/cafeteria). Paper and cardboard not contaminated with food is to be recycled. Any large scale wood items may also be recycled, sold, donated or made available for free pickup. Ash will be removed from the incinerator and stored in bear-proof containers until the ashes are buried in a designated area.

Typical characteristics of air emissions for this type of incinerator include: CO2 = 6% (by volume); CO = 2% (by volume); SO2 = 35.5 mg/m3; HCl \Any person who may be adversely affected by the waste incineration emissions and wishes to provide relevant information may, within 30 days after the last date of publishing, service or display, send written comments to the applicant (Adanac), with a copy to the Regional Manager, Environmental Protection, Ministry of Environment, 3726 Alfred Avenue (Box 5000), Smithers, BC V0J 2N0. The identity of any respondent and their comments relating to this application will be published as part of the public record.

ENVIRONMENTAL PROTECTION APPLICATION

Application for a permit under the provisions of the Environmental Management Act.

Spectra Energy Midstream Corporation, 1500, 500 Fourth Avenue SW., Calgary, AB T2P 2V6, intends to submit this application to the Manager, Waste Management, at the Oil and Gas Commission to authorize the discharge of air emissions from the new West Doe gas processing plant at 2-25-80-15, W6M.

The sources of air emissions are NOx from the sales gas compressor, generators (gensets), and gas-fired equipment, as well as SO2 from the flare stack. Please note that this is not a continuously burning flare and will only be used in the event of plant blowdown or emergency.

As stipulated in the Oil and Gas Commission approval, the maximum allowable duration of continuous flare activity for the plant is limited to 72 hours, after which it must shutdown operations.

The land upon which the facility will be situated and the discharge will occur is the new West Doe gas processing plant at 2-25-80-15, W6M, located approximately 23 kilometres northwest of Dawson Creek.

The maximum rate of air emissions discharged from the facility will be as follows:

858 kW sales compressor, NOx=0.479 g/s;

607 kW genset, NOx=0.452 g/s;

607 kW genset, NOx=0.452 g/s;

607 kW genset (standby), NOx=0.000 g/s;

1758 kW amine reboiler, NOx=0.176 g/s;

220 kW glycol reboiler, NOx=0.022 g/s;

1612 kW heat medium boiler, NOx=0.161 g/s;

33.5 metre flare stack, SO2 (blowdown) — 3.3 g/s at a discharge rate of 670.1 e3m3/day; SO2 (emergency acid gas) — 211.1 g/s at a discharge rate of 18.6 e3m3/day.

Total emissions requested are: NOx=1.74 g/s; SO2=211.1 g/s.

The operating period for this facility will be 24 hours a day, 7 days a week.

Any person who may be adversely affected by the proposed discharge of waste and wishes to provide relevant information may, within 30 days after the last date of publishing, service or display, send written comments to the applicant, with a copy to the Manager, Waste Management, Oil and Gas Commission, 200, 10003 — 110 Avenue, Fort St. John, BC V1J 6M7. The identity of any respondent and their comments relating to this application will be published as part of the public record.
