This Bill proclaims a provincial day of mourning for workers who have died. Every year workers die from what are often preventable incidents. This Bill requires the lowering of flags on public buildings across British Columbia in recognition of workers who have died.
HER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:
1 April 28 in each year is proclaimed as Workers Day of Mourning.
2 All Canadian and British Columbian flags flown outside the following shall be flown at half-mast on April 28 in each year:
(a) The Legislative Building;
(b) Government of British Columbia buildings;
(c) Courthouses;
(d) Buildings occupied by:
(i) A Crown corporation,
(ii) A municipality within the meaning of the Local Government Act, or city within the meaning of the Vancouver Charter, including city and town halls,
(iii) A board, as defined in subsection 1 (1) of the School Act,
(iv) A school, as defined in subsection 1 (1) of the School Act,
(v) A public post-secondary institution, in British Columbia,
(vi) A hospital, within the meaning of the Hospital Act,
(vii) A board, as defined in section 1 of the Health Authorities Act,
(viii) The RCMP in British Columbia or a municipal police force,
(ix) A fire department or ambulance service,
(x) Any other person or organization prescribed by regulation.
3 The Lieutenant Governor in Council may make regulations prescribing persons or organizations for the purposes of subparagraph 2(d)(x) of this Act.
4 This Act comes into force on the day it receives Royal Assent.
