Minister of State for Seniors and Minister of
State for Small Business Expected Results for
the 2013/2014 Fiscal Year Regulation

Application of this regulation

1   This regulation applies to the Ministers of State* for the 2013/2014 fiscal year.

Definition

2   In this regulation, "Act" means the Balanced Budget and Ministerial Accountability Act.

Minister of State for Seniors

3   The expected results that the Minister of State for Seniors is to achieve, in collaboration with the Minister of Health, for the purposes of section 5 (3) of the Act are as follows:

(a) promote the importance of healthy lifestyles for seniors and support communities in creating the conditions to encourage healthy aging;

(b) facilitate collaborative partnership with other ministries, organizations, federal, provincial and territorial governments and municipal governments to create and implement policies and programs that foster seniors' independence, active aging and inclusion;

(c) work across government and with stakeholders and regional partners to facilitate achieving the government's commitment to seniors' issues, including the Families First agenda and open government and engagement;

(d) lead the development and implementation of public outreach and strategic engagement to ensure programs, services and information for seniors is accessible to seniors, the families of seniors and the caregivers of seniors;

(e) represent the Province of British Columbia at the Federal/Provincial/Territorial Ministers Responsible for Seniors Forum;

(f) submit to Cabinet a report on results referred to in paragraphs (a) to (e) on or before March 31, 2014.

Minister of State for Tourism and Small Business

4   The expected results that the Minister of State for Tourism and Small Business is to achieve for the purposes of section 5 (3) of the Act are as follows:

(a) lead the work of the small business portfolio and support the implementation of initiatives that contribute to making British Columbia one of the most small-business-friendly jurisdictions in Canada;

(b) adopt the BC Small Business Accord, developed through consultation with small businesses, outlining specific principles for the BC government to follow;

(c) support and direct the ongoing work of British Columbia's Small Business Roundtable to help identify key issues and opportunities facing small businesses in British Columbia;

(d) in response to recommendations from the Small Business Roundtable, coordinate the delivery of the Action Plan for Small Business, which sets out government's strategy for supporting small business;

(e) work across government and in partnership with private sector organizations and other levels of government and continue to deliver tools, training and information to assist small business start-up and growth in all regions of British Columbia;

(f) work with Ministry of Technology, Innovation and Citizens' Services to propose a framework to reduce to 2 pages government RFP documents for contracts under $250 000 for the purpose of enabling more small businesses to participate in government procurement;

(g) work with Ministry of Technology, Innovation and Citizens' Services to develop strategies for the purpose of increasing small business participation in government procurement by at least 20 percent;

(h) create and provide options for executing the Premier's Small Business of the Year awards for the purpose of recognizing and celebrating the best of the British Columbia small business community;

(i) work with partners to implement the provincial tourism strategy for the purpose of achieving the goals described in "Gaining the Edge", the provincial sectoral strategy for tourism in the BC Jobs Plan;

(j) submit to Cabinet a report on the results referred to in paragraphs (a) to (i) on or before March 31, 2014.

Treasury Board orders that
(a) responsibility for the expected results specified in section 3 of this regulation is transferred to the Minister of Health, and
(b) responsibility for the expected results specified in section 4 of this regulation is transferred to the Minister of State for Tourism and Small Business.
