Exception to forfeiture of deposit

8   For the purposes of section 12 of the Act, the deposit of a successful bidder is not forfeited if the bidder's application for a special wine store licence is refused under section 16 (1) (a) of the Liquor Control and Licensing Act because, in the general manager's opinion, the bidder is not a fit and proper person.
