Bee Quarantine District Regulation

Interpretation

1   In this regulation:

"bee quarantine district" means a bee quarantine district established under section 2;

"manager" means the manager of the ministry's apiculture program or any other person designated by the minister to act on behalf of the manager.

Bee quarantine districts

2   The Province is divided into bee quarantine districts comprising the areas described in Schedule A.

Permit requirement

3   Subject to section 5, no person shall take bees, hives or beehive equipment into, out of or both into and out of a bee quarantine district except as provided by the terms of a permit issued by an inspector.

Terms of permit

4   The terms of a permit issued under section 3 may include, without limitation, any of the following:

(a) a requirement to sample hives and test bees;

(b) the dates for the sampling of hives and testing of bees;

(c) the dates during which the movement of bees, hives or beehive equipment may take place;

(d) the location of apiary sites to which the bees, hives and beehive equipment may be moved;

(e) a requirement that hives be secured during transportation to prevent bee escape.

Waiver of permit requirement

5   Where, in the opinion of the manager, the movement of bees, hives or beehive equipment does not present a health risk to the bee population of the bee quarantine district into which the bees, hives or beehive equipment are moved, a permit is deemed to have been issued, without conditions, for that movement.

Schedule A

Bee Quarantine Districts

1 Bulkley-Nechako/Kitimat-Stikine Bee Quarantine District

This bee quarantine district is comprised of the Regional Districts of Bulkley-Nechako and Kitimat-Stikine.

2 Cariboo Bee Quarantine District

This bee quarantine district is comprised of the Cariboo Regional District.

3 Central Kootenay Bee Quarantine District

This bee quarantine district is comprised of

(a) the Regional District of Central Kootenay, except that part lying to the east of a line described as:

Commencing at a point on the easterly boundary of Regional District of Central Kootenay which lies due east of the middle line of the middle fork of Hamill Creek, at the headwaters thereof; thence due west to said middle line; thence in a general westerly direction along the middle line of Hamill Creek produced to the middle line of Duncan River; thence southerly along the middle lines of Duncan River and Kootenay Lake to the northerly boundary of Electoral Area C of said regional district; thence westerly and southerly along the northerly and westerly boundaries of Electoral Area C to the southerly boundary of the Province of British Columbia,

(b) Electoral Areas A and B of the Regional District of Kootenay-Boundary, and

(c) that part of the Columbia-Shuswap Regional District which lies to the south of a line described as:

Commencing at the summit of Mount Begbie, being a point on the southerly boundary of Columbia-Shuswap Regional District; thence northeasterly in a straight line to the summit of Virtue Mountain, being a point on the southerly boundary of Glacier National Park; thence in a general easterly direction along the southerly boundary of Glacier National Park to the summit of Beaver Mountain, being a point on the southerly boundary of Columbia-Shuswap Regional District.

4 Central-North Okanagan Bee Quarantine District

This bee quarantine district is comprised of

(a) the Regional District of Central Okanagan,

(b) the Regional District of North Okanagan,

(c) that part of the Thompson-Nicola Regional District lying east of a line described as:

Commencing at the most northerly point of the Regional District of Okanagan-Similkameen; thence northerly in a straight line to the most westerly southwest corner of Electoral Area L of Thompson-Nicola Regional District; thence easterly along the southerly boundary of Electoral Area L to the 120th Meridian of West Longitude; thence northerly along the 120th Meridian of West Longitude to the intersection with the middle line of South Thompson River; thence in a general northeasterly direction along said middle line of South Thompson River to the easterly boundary of Thompson-Nicola Regional District, and

(d) the Columbia-Shuswap Regional District except:

Firstly: That part of the Columbia-Shuswap Regional District which lies to the south of a line described as:

Commencing at the summit of Mount Begbie, being a point on the southerly boundary of Columbia-Shuswap Regional District; thence northeasterly in a straight line to the summit of Virtue Mountain, being a point on the southerly boundary of Glacier National Park; thence in a general easterly direction along the southerly boundary of Glacier National Park to the summit of Beaver Mountain, being a point on the southerly boundary of Columbia-Shuswap Regional District.

Secondly: That part lying east of a line described as:

Commencing at the summit of Silent Mountain, being a point on the southerly boundary of Columbia-Shuswap Regional District and on the easterly boundary of Glacier National Park; thence in a general northerly direction along the easterly boundary of Glacier National Park to the southerly boundary of the Trans-Canada Highway #1; thence in a general easterly direction along the southerly boundary of the Trans-Canada Highway #1 to the intersection with the middle line of Blaeberry River; thence northeasterly along the middle line of Blaeberry River produced to the middle line of Collie Creek; thence northeasterly in a straight line to the summit of Howse Peak, being a point on the easterly boundary of Columbia-Shuswap Regional District and on the easterly boundary of the Province of British Columbia.

5 East Kootenay Bee Quarantine District

This bee quarantine district is comprised of

(a) the Regional District of East Kootenay,

(b) that part of the Regional District of Central Kootenay lying to the east of a line described as:

Commencing at a point on the easterly boundary of the Regional District of Central Kootenay which lies due east of the middle line of the middle fork of Hamill Creek, at the headwaters thereof; thence due west to said middle line; thence in a general westerly direction along the middle line of Hamill Creek produced to the middle line of Duncan River; thence southerly along the middle lines of Duncan River and Kootenay Lake to the northerly boundary of Electoral Area C of said regional district; thence westerly and southerly along the northerly and westerly boundaries of Electoral Area C to the southerly boundary of the Province of British Columbia, and

(c) that part of the Columbia-Shuswap Regional District lying east of a line described as:

Commencing at the summit of Silent Mountain, being a point on the southerly boundary of Columbia-Shuswap Regional District and on the easterly boundary of Glacier National Park; thence in a general northerly direction along the easterly boundary of Glacier National Park to the southerly boundary of the Trans-Canada Highway #1; thence in a general easterly direction along the southerly boundary of the Trans-Canada Highway #1 to the intersection with the middle line of Blaeberry River; thence northeasterly in a straight line to the summit of Howse Peak, being a point on the easterly boundary of Columbia-Shuswap Regional District and on the easterly boundary of the Province of British Columbia.

6 Fraser-Fort George Bee Quarantine District

This bee quarantine district is comprised of the Regional District of Fraser-Fort George.

7 Fraser Valley Bee Quarantine District

This bee quarantine district is comprised of

(a) the Greater Vancouver Regional District,

(b) the Dewdney-Alouette Regional District,

(c) the Central Fraser Valley Regional District, and

(d) the Regional District of Fraser-Cheam.

8 Okanagan-Similkameen/Kootenay-Boundary Bee Quarantine District

This bee quarantine district is comprised of the Regional District of Okanagan-Similkameen and the Regional District of Kootenay-Boundary, with the exception of Electoral Areas A and B.

9 Peace River/Fort Nelson-Liard Bee Quarantine District

This bee quarantine district is comprised of the Peace River and Fort Nelson-Liard Regional Districts.

10 Squamish-Lillooet Bee Quarantine District

This bee quarantine district is comprised of the Squamish-Lillooet Regional District.

11 Sunshine Coast Bee Quarantine District

This bee quarantine district is comprised of the Sunshine Coast Regional District.

12 Thompson-Nicola Bee Quarantine District

This bee quarantine district is comprised of the Thompson-Nicola Regional District, except that part lying east of a line described as:

Commencing at the most northerly point of the Regional District of Okanagan-Similkameen; thence northerly in a straight line to the most westerly southwest corner of Electoral Area L of Thompson-Nicola Regional District; thence easterly along the southerly boundary of Electoral Area L to the 120th Meridian of West Longitude; thence northerly along the 120th Meridian of West Longitude to the intersection with the middle line of South Thompson River; thence in a general northeasterly direction along said middle line of South Thompson River to the easterly boundary of Thompson-Nicola Regional District.

13 Vancouver Island, Gulf Islands and Powell River Bee Quarantine District

This bee quarantine district is comprised of

(a) the Capital Regional District,

(b) the Cowichan Valley Regional District,

(c) the Regional District of Alberni-Clayoquot,

(d) the Regional District of Nanaimo,

(e) the Powell River Regional District, and

(f) that part of Vancouver Island within the Regional Districts of Mount Waddington and Comox-Strathcona.
