Ministers of State Expected Results for the 2010/2011 Fiscal Year Regulation

 Application of this regulation

1  This regulation applies to the Ministers of State for the 2010/2011 fiscal year.

 Definition

2  In this regulation, "Act" means the Balanced Budget and Ministerial Accountability Act,

 Minister of State for Building Code Renewal‡

2.1  The expected results that the Minister of State for Building Code Renewal is to achieve for the purposes of section 5 (3) of the Act are as follows:

(a) building on the success of the government's modernization strategy to achieve an effective and efficient building regulatory system in British Columbia, work in collaboration with the Minister of Public Safety and Solicitor General and Minister Responsible for Housing to determine the best ways of achieving consistent compliance with the British Columbia Building Code across the Province by eliminating duplication and unnecessary rules created by various levels of government that hinder the efficient construction of buildings in British Columbia;

(b) building on the new Government Technology and Transformation Strategy, open a dialogue with citizens, representatives of industry and local government to explore better ways to apply technology in a more coordinated and effective manner and work together to implement a common vision for the built environment of tomorrow;

(c) building on the success of the greening of the British Columbia Building Code,

(i)  encourage the improvement of energy and water efficiency and reduction of greenhouse gas emissions in British Columbia,

(ii)  support the government's Wood First Policy, and

(iii)  lead the work to renew the 3-year rolling plan for the greening of the British Columbia Building Code;

(d) report to Cabinet, on or before June 30, 2011, on the results referred to in paragraphs (a) to (c).

 Minister of State for Climate Action‡

3  The expected results that the Minister of State for Climate Action is to achieve for the purposes of section 5 (3) of the Act are as follows:

(a) work, in collaboration with the Minister of Environment, across government and with stakeholders and international, national and regional partners to facilitate achieving government's greenhouse gas reduction targets;

(b) work with the Climate Action Secretariat to lead the development and implementation of a public outreach and strategic engagement program on climate change to mobilize citizens and other partners, including First Nations, municipalities, other governments, industries, environmental organizations and the scientific community;

(c) work with the Climate Action Secretariat and the Ministry of Citizen's Services and public sector organizations to move toward a carbon neutral public sector;

(d) perform the duties of Vice-Chair of the Cabinet Committee on Climate Action and Clean Energy;

(e) report to Cabinet, on or before June 30, 2011, on the results referred to in paragraphs (a) to (d).

 Minister of State for Intergovernmental Relations†‡

4  The expected results that the Minister of State for Intergovernmental Relations is to achieve for the purposes of section 5 (3) of the Act are as follows:

(a) building on the opportunities generated by the 2010 Olympic and Paralympic Winter Games, work to strengthen domestic and international intergovernmental relations and to positively influence the policies and programs of other governments that affect the interests of British Columbians;

(b) work with other ministers to engage the federal government on policy outcomes and the equitable distribution of federal spending for the benefit of British Columbians in the following areas:

(i)  social, economic and environmental priorities of British Columbia, including responding to the impact of the global recession, growing protectionism in key export markets, and the impact of the mountain pine beetle epidemic on resource-dependent communities;

(ii)  agreements and arrangements to advance labour mobility, immigration and credential recognition;

(iii)  stimulus funding made available under the federal government's Economic Action Plan;

(iv)  Pacific Gateway transportation investments and policy changes in order to capitalize on British Columbia's connections and relations with the Asia Pacific Region;

(v)  action on climate change;

(vi)  closing the socio-economic gap between aboriginal people and other Canadians;

(vii)  action on Asia Pacific priorities and Open Skies;

(c) pursue opportunities for improving British Columbia's bilateral and multilateral relations in Canada, including increased cooperation with the Provinces of Alberta and Saskatchewan;

(d) promote British Columbia's international priorities, including the following:

(i)  Canada-U.S. border issues;

(ii)  Asia-Pacific cooperation agreements;

(iii)  positive international relations through the Consular Corps in British Columbia, foreign diplomatic representatives in Ottawa, and Canadian representatives posted abroad, especially with respect to the United States, the Asia-Pacific Region and Europe;

(e) pursue opportunities for improving British Columbia's bilateral and multilateral relations within the Pacific region of North America, including increased cooperation with the State of Washington, and with other regional partners through the Pacific North West Economic Region and the Pacific Coast Collaborative;

(f) promote national unity by facilitating the participation of the two official language communities in British Columbia's society and in Canada by implementing the Canada-British Columbia Co-operation Agreement on Official Languages;

(g) report to Cabinet, on or before June 30, 2011, on the results referred to in paragraphs (a) to (f).

 Minister of State for Mining‡

5  The expected results that the Minister of State for Mining is to achieve for the purposes of section 5 (3) of the Act are as follows:

(a) lead the work of the Minister's Council on Mineral Exploration and Mining in the identification of key issues and opportunities facing the mineral exploration and mining industry in British Columbia, and support the implementation of initiatives that contribute to a globally competitive and sustainable sector;

(b) on new mining projects or major expansions in British Columbia, initiate or continue discussions with First Nations to identify revenue-sharing opportunities;

(c) support the ongoing implementation of the Asia Pacific Initiative with respect to mining in order to

(i)  encourage investment in British Columbia exploration and mining projects, and

(ii)  promote business with the British Columbia mining services sector;

(d) support the efforts of the Environmental Assessment Office to maximize regulatory efficiency on major mining projects in British Columbia;

(e) report to Cabinet, on or before June 30, 2011, on the results referred to in paragraphs (a) to (d).

 Minister of State for the Olympics and ActNow BC*†

6  The expected results that the Minister of State for the Olympics and ActNow BC* is to achieve for the purposes of section 5 (3) of the Act are as follows:

(a) work with relevant organizations in the government reporting entity to ensure that government has met its financial, infrastructure and service commitments for the 2010 Olympic and Paralympic Winter Games;

(b) work with the Deputy Minister's Committee on Public Service to ensure that government is meeting its commitment to provide an offer of placement to the 2010 Olympic and Paralympic Winter Games Secretariat staff;

(c) prepare a final report to Cabinet on the 2010 Olympic and Paralympic Winter Games;

(d) lead the implementation of an ActNow BC Five-Year Sustainability Action Plan;

(e) with advice and support from relevant ministries, monitor and report on progress made on initiatives led by relevant organizations in the government reporting entity and aimed at ActNow BC targets;

(f) lead the integrated ActNow BC public engagement strategy to raise awareness and activate British Columbians to make healthy lifestyle choices;

(g) facilitate partnerships between relevant organizations in the government reporting entity and organizations in the private and non-profit sectors to contribute to the achievement of ActNow BC goals;

(h) report to Cabinet, on or before June 30, 2011, on the results referred to in paragraphs (a) to (g).
