4 Before making an order under section 3 or 6 in respect of a business, the Lieutenant Governor in Council may consider any recommendations made by the administrator in relation to the business' application.

(6) If there is any conflict or inconsistency between
(a) an order made under section 6 (1) and (2) for the purposes of section 6 (3), and
(b) sections 360 and 363 of the Local Government Act, or any bylaw made under those sections,
the order made under section 6 (1) and (2) prevails.
