On the recommendation of the undersigned, the Lieutenant Governor, by and with the advice and consent of the Executive Council, orders that the administration of the Railway Safety Act, except for sections 3, 11, 12 and 20 and Parts 4 and 5, is delegated to the British Columbia Safety Authority effective April 1, 2004.
