I, Nathan Cullen, Minister of Water, Land and Resource Stewardship, order that

(a) the Closed Areas Regulation, B.C. Reg. 76/84, is amended as set out in the attached Appendix 1,

(b) the Hunting Regulation, B.C. Reg. 190/84, is amended as set out in the attached Appendix 2,

(c) the Limited Entry Hunting Regulation, B.C. Reg. 134/93, is amended as set out in the attached Appendix 3,

(d) the Motor Vehicle Prohibition Regulation, B.C. Reg. 18/2024, is amended as set out in the attached Appendix 4,

(e) the Wildlife Act Commercial Activities Regulation, B.C. Reg. 338/82, is amended as set out in the attached Appendix 5, and

Appendix 2

1 Section 12 of the Hunting Regulation, B.C. Reg. 190/84, is amended

(a) by repealing paragraph (a) (v) and substituting the following:

(v) 2 Barrow’s goldeneye ducks or common goldeneye ducks in the aggregate in one day, , and

(b) by repealing paragraph (b) (v) and substituting the following:

(v) 6 Barrow’s goldeneye ducks or common goldeneye ducks in the aggregate in one day, .

2 Section 13.7 (1) (e) is amended by striking out "female mountain goat" and substituting "nanny mountain goat".

3 Section 16 (1) (a) is amended by striking out "4-37 and 4-38" and substituting "4-37, 4-38, 6-1, 6-2, 6-4 to 6-6, 6-8 and 6-9".

4 Section 16.1 (1) (h) is repealed and the following substituted:

(h) in M.U. 6-12 or 6-13, an elk, .

5 The following section is added:

Compulsory reporting – moose and caribou

16.11 (1) A person who is a resident and holds a species licence for moose or caribou must, no later than January 15 in the licence year in which the licence was issued, submit to the director a report that contains the information specified in subsection (3).

(2) A report under subsection (1) must be submitted in the manner and form specified by the director.

(3) A report under subsection (1) must include all of the following information:

(a) the person’s name;

(b) the person’s fish and wildlife identification number;

(c) whether the person hunted moose or caribou in the licence year;

(d) if the person hunted moose or caribou,

(i) the management units in which hunting occurred, and

(ii) the number of days hunting occurred in each management unit;

(e) if the person took or killed a moose or caribou,

(i) the management unit in which the animal was taken or killed,

(ii) the date the animal was taken or killed,

(iii) the type of weapon used to take or kill the animal, and

(iv) the sex and age class of the animal.

(4) Subject to subsection (5), a person commits an offence if the person fails to submit a report under subsection (1) before the date specified in that subsection.

(5) Subsection (4) does not apply to a person who fails to submit a report in relation to a licence year that begins before April 1, 2024.

6 Section 16.2 (1) is amended

(a) by striking out "sections 16 and 16.1" wherever it appears and substituting "sections 16, 16.1 and 16.11", and

(b) by striking out "section 16 or 16.1" and substituting "section 16, 16.1 or 16.11".

7 Schedule 1 is amended in item 17 of Part 1 in the column entitled "Species" by striking out "(Cocks)".

8 Schedule 2 is amended in items 32 and 32.01 of Part 1 in the column entitled "Open Season" by striking out "December 29" and substituting "December 31".

9 Schedule 4 is amended

(a) by repealing item 24 of Part 1,

(b) in item 38 of Part 1 in the column entitled "Open Season" by striking out "Apr. 15 to May 15" and substituting "Apr. 15 to May 25",

(c) in section 15 (4) of Part 2 by striking out "The open season" and substituting "Subject to subsection (4.1), the open season",

(d) in section 15 of Part 2 by adding the following subsection:

(4.1) There is no open season for hunting bull elk in M.U.s 4-8, 4-9, 4-14 to 4-19, 4-27 to 4-33, 4-37 and 4-38 from September 1 to September 9 unless the bull elk has at least one antler with at least 6 tines (points). , and

(e) in section 22 (2) of Part 2 by striking out "April 15 to May 15" and substituting "April 15 to May 25".

10 Schedule 4 is amended in section 9 (2) of Part 3 by striking out "April 15 to May 15" and substituting "April 15 to May 25".

11 Schedule 5 is amended

(a) in items 4.2 and 4.3 of Part 1 in the column entitled "Management Units" by striking out "5-11" and substituting "5-12",

(b) in item 17 of Part 1 in the column entitled "Open Season" by striking out "Nov. 15 to Feb. 15" and substituting "Nov. 1 to Jan. 31",

16 (1) The open season for hunting bull elk with a bow only in M.U. 6-13 is September 1 to September 14.

(2) There is no open season for hunting bull elk in M.U.s 6-1, 6-2, 6-4 to 6-6, 6-8 and 6-9 from October 1 to October 9 unless the bull elk has at least one antler with at least 6 tines (points).

Appendix 6

1 The following section is added to Division 4 of the Wildlife Act General Regulation, B.C. Reg. 340/82:

Transport of animal parts outside M.U.s 4-1 to 4-8 and 4-20 to 4-25

4.08 A person who kills or takes a deer, elk or moose within M.U.s 4-1 to 4-8 and 4-20 to 4-25 must not ship or transport, or engage another person to ship or transport, the following parts of the animal outside those M.U.s:

(a) brain tissue;

(b) the spinal column, including the vertebrae and central nervous system tissue, but not including the tail.

2 Section 20.01 (2) (b.1) is repealed and the following substituted:

(b.1) sections 16 (5), 16.1 (1) and 16.11 (1) of the Hunting Regulation; .

3 The following definitions are added to section 23.01:

"Region 1" means the area within M.U.s 1-1 to 1-15;

"Region 5" means the area within M.U.s 5-1 to 5-15.

4 The following section is added:

No baiting or feeding – Region 1

23.011 A person commits an offence if the person intentionally baits or feeds a turkey or an ungulate within 200 m of a dwelling, school yard or playground in Region 1.

5 Section 23.03 is amended by adding "or in M.U.s 6-12 and 6-13" after "Region 5".
